Job Purpose 

The National and Local PV and PA Manager prepares the strategy (clinical economic and medico-economic evaluation,) of the company's product portfolio, with a view to obtaining and/or maintaining the best access conditions (price, population).

The National and Local PV and PA Manager reports to the PV and PA Director and has a remit in both Business Units (RDBU and EMBU)(e)He covers France(e)The role requires a subject matter expert on multiple national Health Technology Assessments (HTA)/reimbursement submissions and responses to HTA agency questions for each product, are high quality, complex, strategically aligned and optimised to support access and reimbursement(e)This role is accountable for both multiple launch and early pipeline products(e)The National and Local PV and PA Manager is also in charge to prepare price negotiations and execute the plan validated by the management in the 3 countries(e)The position is a customer facing position: The National and Local PV and PA Manager must be able to represent the company during hearings, oral explanations(e)He drives the pricing negotiations during F2F meetings.

The role requires an in-depth expertise and cross-functional collaboration with senior internal and senior external partners to ensure readiness of key deliverables regarding HTA and price negotiations readiness of key deliverables(e)Additionally, the role requires an understanding of how to ensure national and sub-national market access objectives are identified and addressed across the portfolio.

The incumbent will lead and strategically align working cross-functionally with internal franchise teams, International Market Access, and have oversight of vendors.

The manager will also assume a role in field market access(e)He will work in collaboration with field teams on questions regarding hospital listings, relations with purchasing groups and hospital pharmacists(e)He will participate to discussuons around tenders and commercial policy.

Key Responsibilities: 

  • Lead development of multiple HTA submissions to obtain successful recommendations nationally by working closely with internal stakeholders to ensure alignment with Regional Health Economic Strategy, health economic data and the various business unit strategies with agreed objectives locally, regionally, and collectively nationally.
  • Prepare and execute price negotiations according to the policy and willingness of the management.
  • Lead negotiations in F2F meetings (especially if Dutch language is needed)
  • Can represent KK in front of HTA bodies and payers.
  • Source local data relevant to the collation of National HTA submissions/reimbursements and liaise with Key Opinion Leaders (KOL) and external advisers in the region to validate assumptions and perspectives.
  • Deliver health economic and real-world evidence data collection, analyses (including models) and support to articulate the products value to payers in alignment with the agreed market access strategy.
  • Liaise with assigned vendors on submission development, including direction of HTA writing, review and sign off HTA submissions for content and quality to ensure alignment with agreed strategy and guard rails, evidence robustness, consistency of clinical and economic components, and patient centricity.
  • Provide strategic direction to ensure funding and that company products obtain and maintain optimal pricing, reimbursement status and listing on tenders while facilitating patient access to the best available treatment and service redesign.
  • Lead strong cross collaboration and strategic alignment with Public Affairs to ensure partnerships support access to eligible patient populations.
  • Lead strong cross collaboration and strategic alignment with Medical Affairs to ensure alignment on access to eligible patient populations.
  • Support the development of code compliant market access strategy, materials and solutions as agreed in the business plan.
  • Work in close collaboration with key field team members to support market access at a local level.
  • Promotes and conducts the affairs of the company with the highest standards of integrity, probity, and corporate governance.
  • Must demonstrate commitment to the values of KKI and ensure that all activities and projects are carried out in compliance with the relevant laws, codes(s) and guidelines.
  • Can discuss with local customers such as hospitals pharmacists and purchasing groups.

All activities are carried out within the framework of pharmaceutical regulations, strategy, and the company's quality policy(e)Adheres to the promotional information charter and applies it according to the terms of the certification reference framework in force(e)Applies Kyowa Kirin's processes which consider the regulations in force (promotional information charter, advertising, anti-gift law, transparency, pharmacovigilance, RGPD, etc.).

Position Requirements 

  • Proven experience in leading market access initiatives in industry
  • HTA submission background in FR
  • Expertise in price negotiations in FR
  • Strong strategic commercial insight through developing national market access strategies in the pharmaceutical industry
  • Scientific (e.g pharmacist education) & Health Economics background
  • Extensive and up to date knowledge of the local healthcare environment regulations, policies, and procedures at national and sub-national level
  • Possess expert national knowledge of reimbursement processes in healthcare via government and or insurance companies
  • Clear track record of cross-functional working at all levels internally and externally, to influence, define and implement market access strategies and plans
  • Advanced negotiation skills

  • Excellent English skills
